Alpine Testing Solutions and edCount to Conduct Independent Verification of the Psychometric Validity of the Florida Standards Assessment

A legislatively-mandated committee in Florida has selected Alpine Testing Solutions, Inc. (Alpine) and edCount, LLC to conduct an independent verification of the psychometric validity of the Florida Standards Assessment (FSA). The FSA is an assessment of English Language Arts and Mathematics aligned with the Florida state academic content standards and are given to students in grades 3 through high school. This project was mandated by House Bill 7069 and was signed into law on April 14, 2015. The project will include a series of evaluation studies that will result in a summary report of commendations and recommendations for the program.

MONDAY, March 2nd, 11:30am - 12:30pm: Don't Be Late to the Game - Security Should Not Be An Afterthought
Jill Burroughs will provide practical information and resources to assist attendees in how to develop a holistic security plan that takes into consideration every phase of the credentials life cycle. Test sponsors presenting will give examples of how their programs have worked test security mitigation strategies into their programs and how others can do the same.

MONDAY, March 2nd, 4:00pm-5:00pm: “If at first you don’t succeed: An Analysis and Interpretation”
Alpine’s Amanda Wolkowitz and Susan Becker-Davis will participate in a panel discussion about testing, measurement and psychometrics with Jared Zurn, National Council of Architectural Registration Boards and Jack Terry, National Board of Examiners in Optometry as they have an in depth discussion about the analysis and interpretation of candidate retake response patters.

Tuesday, March 3rd, 8:30am-10am: “The top 5 Mistakes in Performance Testing (and how to avoid them).”
Scott Russell will be joined in a panel with EW Looney from Brightlink and Jack Terry from NBEO as they discuss the options beyond standard selected-response item types for human scored performance. They’ll point out the most common mistakes made during the development and administration of performance items, as well as real-world strategies for how these mistakes can be avoided.

Tuesday, March 3rd, 10:30am – 12:00pm “Measuring, Monitoring and Improving the Quality of Item Pools”
Andrew Wiley will be joined by Jeremy Dugosh and Louis Grosso from the American Board of Internal Medicine as they discuss the vital importance of maintaining item pools that are both balanced against content and statistical specification and large enough to support test administration and security demands to ensure successful testing programs.

Tuesday, March 3rd, 1:15pm – 2:25pm “Maximizing Exam Security through Susceptibility of Various Item Types”
Alpine’s Lisa O’Leary and Russell Smith will be joined by Patrick Irwin from Cisco, Sara Rupp from CompTIA and Liberty Munson from Microsoft for a lively discussion on the importance of item types. There is often an unintended advantage regardless of source (exposure, prior knowledge, or cheating) that presents persistent and pervasive threats to the validity of the interpretation and use of test scores resulting from certification exams. Most research has focused on the susceptibility of selected-response items to exposure, collusion, piracy, and other types of test fraud. However, the content domain and delivery mode of IT certification exams has led to the increased development and use of performance item types, such as simulations. Some argue that these item types are memorable; others contend that exposure has less impact.

Tuesday, March 3rd, 4:15pm – 5:15pm “Subscores: Relevance and Reporting”
Alpine’s Jill R. van den Heuvel and Lisa O’Leary will be joined by Kenneth Salchow from F5 and Jessi Mielke from Esri to discuss the relevance and reporting of subscores. This session will spotlight two IT certification programs and examine whether or not reporting subscores would be meaningful and how to report them to ensure appropriate inferences. Attendees will be provided with practical information and resources to assist in determining if subscores should be reported for their programs and how those scores might be reported. Information regarding a framework for contextualizing the score reporting process will also be provided.
